Matters arising

  1. In my October 2024 chairperson’s report, I noted that the Devonport Takapuna Local Board (DTLB) were intending to lodge an appeal to the Local Government Commission relating to Auckland Council’s Final Proposal for Representation Arrangements for the 2025 elections. This has been formally lodged and will relate to the hearing submission they provided to the Joint Governance Working Party (JGWP) on 2 September 2024. As signalled in my October 2024 chairperson’s report, I have drafted a letter to the JGWP reconfirming our local board’s support of their final proposal, and rebutting the claims made by DTLB in their hearing submission.





  1. Following the October 2024 Chair’s Forum discussions, myself and chairpersons Milne and Sage wrote to Mayor Wayne Brown on behalf of all local board chairpersons. The letter related to the enforcement of bylaws and our request for his assistance to ensure they are practically enforceable (Attachment B to the agenda report). When we receive a response, I will send it on to members.




Recommendations

That the Hibiscus and Bays Local Board:


a) whiwhi / receive the chairperson’s update on recent activities of the chairperson

b) whakaae / agree to send a letter to the Joint Governance Working Party reconfirming support for Auckland Council’s Final Proposal for Representation Arrangements for the 2025 local elections.

c) tuhi ā-taipitopito / note the letter sent to Mayor Wayne Brown on behalf of all local board chairpersons on 8 November 2024 regarding bylaw enforcement concerns (Attachment B to the agenda report).



Draft Mayoral Proposal for the Annual Plan 2025/2026

The whole local board received a copy of the draft Mayoral Proposal on the Annual Plan at 9.44am on Tuesday 19th November and we had mere hours to read, digest and give feedback in a business meeting.


MOVED by Chairperson A Poppelbaum, seconded by Member G Walden:

That the Hibiscus and Bays Local Board:


a) whakarite / provide feedback on the ‘draft Mayoral Proposal and Annual Plan 2025/2026 regional topics for consultation’ as per Attachment A of this minutes item


b) tuhi ā-taipitopito / note the following additional local board input relating to the ‘draft Mayoral Proposal and Annual Plan 2025/2026 regional topics for consultation’:

i) tuhi ā-taipitopito / note that the local board was provided the draft proposal and supporting staff advice at 9:44am on Tuesday 19 November and was required to digest this for feedback on the same day

ii) tuhi ā-taipitopito / note that the local board has not had sufficient time to analyse and consider the implications of the proposals

iii) tono / request that all proposals in the draft Mayoral proposal, including the council-controlled organisation reform package, be publicly consulted on

iv) tuhi ā-taipitopito / note our concern that whilst the council-controlled organisation reform package may not necessarily meet the legislative requirements for public consultation, we consider it to be our responsibility to ratepayers to ensure they have the opportunity to provide their feedback on reforms of this scale.





Hibiscus and Bays Local Board Emergency Readiness and Response Plan


I'm pleased that the Hibiscus and Bays Local Board Emergency Readiness and Response Plan is now signed off and published.


This plan was created with Auckland Emergency Management (AEM) and offers practical guidance to help empower our community to better prepare for and respond to emergencies.


Developed through consultation with diverse community and faith-based groups, subject matter experts, and key agencies, the plan is designed to reflect the unique needs of the Hibiscus and Bays area.
