Storm and cyclone affected assets: overview and status of works

Flooding and Cyclone Gabrielle in early 2023 have affected multiple assets and slips in the Hibiscus and Bays Local Board area. We've got a storm damage budget which has been allocated centrally and will be used to remidiate storm damaged assets in FY24.


Included in these lists too is the quarter updates from regionally-funded Healthy Waters Coastal Asset renewals in our area. These projects allow our infrastructure to cope with the increasing demands of growth, support development, mitigate flood risk, and improve and protect our environment.


East Coast Bays:

  • Browns Bay Beach - 3 Manly Esplanade, ramp closed, needs full replacement. Design work is complete, resource consent has been lodged and following that a procurement process will begin. Expected delivery May-June 2024.

  • Browns Bay, Orchard Road - Improve the level of service provided by the piped storm water reticulation and reduce the frequency of overland flows through the affected properties. Project is in final design phase and engaging with utility providers. Designs should be completed soon and ready for construction October 2024.

  • Browns Bay, Clifftop walkway Masterton to Beechwood Roads - The clifftop walkway has been closed off due to the imminent risk of a slip. Members of the public have opened up sections and removed fencing over time. Temporary mesh fencing is in place. Design work is nearly completed, geotechnical report and review required on various aspects of the design, remediation work is expected by mid-2024.

  • Browns Bay, Helvetia Drive stormwater and wetland renewal - The project will aim to look at remedying some issues and looking at the potential for including extended detention in the renewal. Project is under preliminary design and will be made shelf-ready when budget is available.

  • Long Bay Regional Park - renew footbridge and southern entrance. October was focused on developing detail design parameters and identifying project risks with the proposed timber bridge design. Consultations with iwi partners regarding the bridge design and timber armouring were completed including considering opportunities to incorporate iwi artwork into the design. Following Council review of the initial design and supporting parameters it has been agreed to explore alternative materials for the bridge construction including aluminium, stainless steel and precast concrete.

  • Mairangi Bay Park - Fence and retaining wall falling by the bowling club. Design completed, stakeholders have been involved, engineering approval for stormwater connection obtained, building consent and resource consent in progress. Contractor award in progress. Expected delivery by April/May 2024.

  • Mairangi Bay, Nereus Place - To reline 76m of pipe and install a manhole. This project has now been assigned a project manager and is in the process of being assigned to a design consultant.

  • Murrays Bay Beach - Undermining of the boat ramp, wash out of sand etc. Design complete, temporary measures applied to carry ramp through to end of April. Due to busy season requirements, works have been pushed out to start late April 2024.

  • Murrays Bay, Churchill Reserve - Large slip in mid-section of reserve and undermining of coastal walkway on northern end of reserve.

  • Okura - improve stormwater conveyance at inlets and outlets currently restricting flows and/or causing blockages during flood events, and to reduce stormwater flow velocity to reduce erosion. Consultants have completed their assessments and are waiting for a full assessment report to inform resource consent applications. the project will be made shelf- ready and construction will be programmed when budget is available.

  • Okura, Deborah Reserve - Landslips in 3 locations, track, boardwalk and boat ramp. The design is complete and contractor award in process, expected delivery by May 2024.

  • Rothesay Bay, Korotaha Terrace pipe renewal and flood mitigation - The main objectives for this project is to renew and upgrade a critical asset with identified structural condition grade five in Rothesay Bay stormwater catchment. It will reduce frequency of flooding in the area due to insufficient capacity of the culvert. Construction has commenced and the stormwater culvert installation will be in mid-January 2024. The estimated completion is June 2024.

  • Torbay, Cranston Reserve - Track renewal was undergoing construction during the storm/flooding events, large amount of new track has been washed out. One bridge damaged and snapped off piles needing replacement. Pathway remediation works was completed within 2 months of the storms. The bridge reinstatement is more complex and options are in review with Healthy Waters and consultation with Watercare due to the proximity of critical assets.

  • Torbay, Fitzwilliam Drive Reserve - Damage to tracks (currently under construction), large slip and fallen trees, sediment, aggregate and clay washed across street into neighbouring Emlyn Place Reserve. Clean up completed, large tree branches and clay removed from tracks and Emlyn Place roadside. New gabion rock installed on accessway to avoid dirt/clay run off onto street. New handrails installed along large slip to protect track.

  • Torbay, Reynolds Place - To extend the existing public stormwater reticulation to support future development and reduce flooding. Tender documents have been submitted and construction start is forecasted for April 2024.

Hibiscus Coast:

  • Gulf Harbour, Okoromai Walkway - Track has been partially washed out, reinstate culverts and washed-out boxed steps. Work is in progress and due to be completed end of Feb 2024.

  • Gulf Harbour, Hammerhead Reserve - renewal of the seawall complete now.

  • Hatfields Beach Reserve - Renew the seawall at Hatfields Beach Reserve, including the renewal of the resource consent where needed. The project is on hold until Council and Auckland Transport work out the scope of works (at AT project going on at the moment in the same area) to ensure efficiencies. Project is expected to resume and move forward shortly.

  • Orewa Wharf, Western Reserve - renewal of timber wharf now completed.

  • Orewa North End Seawall Renewal - consent and repai the existing seawalls of Northern End of Orewa beach between Kohu Street and Arundel Reserve. Prepatory design and consenting work is underway, aiming for completion June 2024. Construction set to start from July 2024 onward.

  • Orewa, Te Ara Tahuna Walkway - Section of path slumped and needs replacing, two locations of paths undermined due to slips and retaining walls required. Two sections completed in late 2023. Further section (near Silverdale School) in final design stage for works to be completed by mid 2024.

  • Orewa, Centreway Wetland Pond renewal - To remove sediment, repair minor inlet, provide better maintenance access provision, and moderate aquatic pest flora presence. Project is identified in the Ponds Programme which is working to investigate and prioritise ponds due for renewal. This pipe is not currently a priority and is on hold while higher-priority ponds are progressing.

  • Orewa, Mayfair Crescent - Renew and upgrade the pipe to an adequate level of service. Contract documents are being compiled. Procurement of a physical works contractor to follow with a planned construction start of mid-2024. The local board will be kept updated of the construction start date.

  • Orewa, Roberta Crescent pond - improve safety by ensuring: the device meets the NZ Dam Safety Criteria; meets requirements of the Stormwater Network Discharge consent to maintain existing water quality treatment devices by ensuring the pond can function to treat stormwater; ensuring the pond can be operated and maintained safely and effectively; improve water quality treatment capability of the pond if practicable; provide improved amenity features and enhanced aesthetics; provide a stable embankment to the west of the pond. Project is in preliminary design and will be made shelf-ready so it can proceed with budge is available.

  • Shakespear Regional Park - to ensure the onsite systems remain compliant with NZDWS standards. Construction delayed due to contractor availability and poor ground conditions on site following the 2023 storm events. Expected to be delivered after the summer season within FY23/24 subject to resource consent approval.

  • Stanmore Bay, Brookvale Reserve Bridge - Bridge washed off abutments. The design work is complete and the contractor award is in process. Expected to be completed by May 2024.

  • Waiwera Beach - renew the seawall at Waiwera Place reserve and along to Strand Reserve. Construction is anticipated to commence in April 2024 subject to contractor availability.

  • Whangaparaoa, Wade River Road Reserve - Renew the timber wharf to ensure it remains fit for purpose. Project temporarily delayed following the loss of the previous project manager, a new one has been assigned now.
